Ride Safety Regulation

For over three decades, ASTM has developed robust amusement ride safety standards, drawing on thousands of hours of expertise from industry professionals. These comprehensive standards address the design, manufacture, operation, maintenance, and inspection of a wide variety of amusement rides and devices, and are widely recognized and adopted by numerous states across the country.

Effective enforcement of amusement ride safety regulations requires adequate funding and resources for the Authority Having Jurisdiction (AHJ). This includes access to qualified inspectors and appropriate educational programs. 

A global network of independent ride inspectors offers extensive experience enforcing harmonized industry standards, and inspector training programs are available for AHJs that conduct their own inspections.

Beyond the routine inspections and maintenance performed by trained and qualified owner/operator personnel, each amusement ride and device should also undergo periodic inspections by a qualified independent inspector.

These independent inspections offer an objective, third-party evaluation of the ride's condition, operation, and maintenance practices. A fresh perspective can often identify potential issues that might be overlooked during routine checks, and an independent inspector brings specialized expertise and training to the process. 

These periodic inspections, complementing the owner/operator's own safety program, contribute to a more comprehensive and robust safety framework, minimizing risks and maximizing rider safety.

Prompt and transparent reporting of amusement ride incidents is crucial for ensuring continuous improvement in safety practices. Requiring owner/operators to report incidents to the Authority Having Jurisdiction (AHJ), particularly those resulting in serious injuries requiring overnight hospitalization, allows for independent investigation and analysis. 

This data helps identify potential trends, uncover contributing factors, and inform the development of preventative measures. By mandating the reporting of serious injuries, AHJs can gain a comprehensive understanding of incidents occurring within their jurisdiction, facilitating proactive oversight and contributing to a safer environment for both riders and operators. 

This practice aligns with industry best practices and reinforces a commitment to transparency and accountability in amusement ride safety.

Notification of such incidents allows for review and potential identification of root causes to prevent future incidents. Thorough and timely investigations of reported amusement ride incidents are essential for understanding their causes and preventing future occurrences. 

Conducting these investigations with qualified personnel ensures that all contributing factors are properly identified and analyzed. Prompt notification of incidents allows for the swift collection of evidence, including witness statements, ride component examination, and operational data review. 

This process of investigation and analysis is crucial for uncovering root causes, whether they be mechanical, operational, or related to rider behavior. By systematically investigating incidents, the industry can learn valuable lessons and implement corrective actions, ultimately enhancing safety and reducing the risk of similar incidents happening again.

These laws often outline specific rider obligations, such as refraining from interfering with ride operations, adhering to posted instructions, and properly using safety equipment. By clearly defining these responsibilities, such legislation encourages riders to take an active role in their own safety and the safety of others, complementing the efforts of operators and manufacturers to minimize risks. 

For example, laws may prohibit riders from deliberately rocking ride vehicles or standing up while a ride is in motion, actions that could lead to serious injury. Such legislation reinforces the shared responsibility for safety between operators and riders, fostering a safer environment for everyone.
